The situation?
Niagara, a growing community in Marinette County, has identified critical needs for infrastructure upgrades on Hill Street and Forest Street. These roads serve as key local connectors for residents, businesses, and emergency services, but have suffered from wear and deterioration over time. Pavement cracking, drainage problems, and limited accessibility have impacted safety and mobility, hindering daily commutes and economic activity.
What is the “fix,” and how does it benefit the community?
Niagara will undertake comprehensive reconstruction and resurfacing projects on Hill and Forest Streets. Improvements will include pavement replacement, enhanced drainage systems, sidewalk upgrades, and improved street lighting.
These efforts will:
- Increase safety for drivers, pedestrians, and cyclists by addressing hazardous road conditions.
- Support local businesses by improving access and traffic flow in commercial areas.
- Enhance the quality of life for residents through better infrastructure and connectivity.
- Promote economic growth by making the city more attractive for investment and development.
What makes the investment possible?
Niagara’s $3.6 million investment is funded through a Wisconsin Department of Transportation Surface Transportation Program – Local (STP-L) grant. The objective of STP-L is to improve non-federal aid roadways outside of urbanized areas. Projects must meet federal and state requirements.
In 2023, Niagara applied for this grant and was awarded the maximum funding amount, covering 80% of the project’s projected cost. Niagara’s proactive planning and demonstrated need helped secure this substantial investment.
Next steps?
City officials will finalize project designs, conduct public outreach, and begin contracting construction work. The city has until 2029 to complete the road project and looks to begin surveying the area later this year. Importantly, the city is also seeking additional funding before 2027 to make infrastructure improvements below the surface of the road.
